WPA Health Insurance Review 2026: Is Complete Health Any Good?
WPA health insurance takes a different approach to most providers. Instead of fixed plans with set benefits, WPA lets you build your own. The product is called Complete Health. It works like a pick-and-mix — you start with a core set of benefits, then add what you need on top.
What This Review Covers
Expertly comparing the UK’s leading providers
Is WPA Health Insurance Any Good?
WPA is worth a look if you want control over exactly what you are paying for. Complete Health is built as a set of core benefits plus nine Optional Extras, each with its own limit, so drawing on one benefit does not eat into another. That flexibility is the main reason clients choose it.
The structure is also the thing to understand before you compare a WPA quote with anyone else’s. Cancer treatment is not simply assumed to be in core cover: diagnosis is, through the Fast Track Cancer Diagnosis pathway, while eligible cancer treatment sits in the Cancer Care Optional Extra. Access to specified higher-cost hospitals, principally in and around London, needs the Premium Hospitals extra. Neither is a criticism, but a plan without them is not comparable to a comprehensive plan elsewhere.
Whether it suits you comes down to which extras you select, the hospitals you actually need and your budget. We talk most clients through the Cancer Care extra specifically, because it is the one that changes the shape of the cover most.

What Every WPA Policy Includes
Every WPA health insurance plan starts with the same core benefits. This is your base level of cover before you add anything on top:
- Inpatient and day-patient treatment at any hospital on WPA’s standard list — over 1,000 hospitals, clinics and scanning centres across the UK
- £250 towards outpatient specialist visits per policy year
- Outpatient procedures carried out by your specialist
- Complex scans — MRI, CT and PET scans — as standard
- Pre-admission diagnostic tests
- Fast Track Pathways — Skin Support and Cancer Diagnosis (unlimited complex scans and biopsies to reach a diagnosis)
- NHS cash benefit of up to £4,500 per year if you choose NHS treatment instead of private
- Remote GP services — 24/7 access to a doctor by phone or video
- Health and wellbeing helpline with counselling for anyone over 16
- Home nursing for up to four weeks
The £250 outpatient allowance is a starting point, not a ceiling. Most clients add more through the extras. But even at core level, the insurance cover is solid for inpatient and day-patient care. The NHS cash benefit is also generous — £4,500 a year is well above Vitality’s £2,000 standard cap.
One thing WPA doesn’t do: guided consultant lists. You may choose your own specialist, provided WPA recognises them and they meet its fee requirements. That means more freedom than a guided option like Aviva’s Expert Select, but also more legwork, and it is worth checking a specialist is recognised before you book.

How to Build Your WPA Health Insurance Plan
This is where WPA health insurance stands apart. WPA offers nine Optional Extras you can add to your core cover. Each one has its own limit, so using one doesn’t eat into another. Here’s what you can add:
Out-patient extras
Three separate add-ons for out-patient treatment:
- Extra consultations — boost your £250 allowance up to unlimited
- Diagnostic tests — blood tests, X-rays and ultrasounds (not included in core). Limits from £500 to unlimited
- Physiotherapy, chiropractic, homeopathy and acupuncture — limits from £500 to unlimited. You can self-refer for up to four sessions without a GP referral
Each draws from its own pot. Six physio sessions won’t reduce your diagnostic tests budget. That’s a big difference from AXA, where outpatient limits are shared.
Cancer Care
Cancer cover at WPA splits cleanly. Diagnosis is in core: the Fast Track Cancer Diagnosis pathway gives you unlimited complex scans and biopsies to reach a diagnosis (specialist consultations come from your £250 outpatient allowance unless you’ve enhanced it). Treatment is the Cancer Care Optional Extra. Once added, it covers everything from chemotherapy, radiotherapy and surgery through to targeted cancer therapies, Advanced Therapy Medicinal Products (where on WPA’s approved list) and palliative care — with no financial cap and no time limit on follow-up scans and consultations. The NHS cash benefit also rises to £6,000 per year for cancer inpatient stays. We raise the Cancer Care extra with almost every client for that reason.
Mental health
Core cover includes six counselling sessions — and you can self-refer through the wellbeing helpline without needing a GP. That’s rare. If you need more, WPA offers three upgrades:
- Inpatient mental health care — up to 28 days per year
- Outpatient therapy and counselling — £1,000 or £2,500 limit
- Extended counselling — up to 20 sessions
Cash extras
Health screening sits here rather than in core cover, which is worth knowing if screening is why you are looking at WPA: it is a Cash Extras benefit, not a standalone one, and it is separate from any member discounts or offers WPA runs. Cash Extras comes in two levels covering dental, optical, health screening and audiology:
- Level 1 — dental £200, optical £150, screening £200, audiology £100
- Level 2 — dental £400, optical £250, screening £400, audiology £200
You pick a tier — you can’t mix and match across levels.
Other extras
- Premium Hospitals — extends access to specified higher-cost hospitals, principally in and around London, including some well-known specialist centres. WPA publishes the current list and it changes, so check it rather than assuming a particular hospital is on it. Without this extra, treatment recommended at one of those hospitals is not covered. Standard cover already reaches over 1,000 hospitals, clinics and scanning centres, so this matters most if you specifically want a central London facility.
- Overseas Emergency Treatment — 35 days per trip (max 180 days, £250,000) or 70 days per trip (max 180 days, £500,000). Excludes the USA and its dependencies, and winter sports resorts.
- Dental Care — covers dental emergencies (£250 per course of treatment, up to four courses, UK or abroad) and dental injuries (up to £20,000).
Fast Track pathways are one of the biggest recent additions to the plan. For cancer, skin concerns and physiotherapy, you can skip the GP referral and go straight to a specialist. The skin pathway uses Skin Analytics for remote assessment — you upload photos and get a clinical opinion without leaving home. The physio pathway gives you direct access to treatment. These pathways close what was previously a gap with larger providers. You manage it all through the WPA health app, which also handles claims and lets you find local healthcare providers through Doctify.
The trade-off with all this choice: it’s more complex to set up than a plan from most other health insurance providers. WPA healthcare does offer three preset levels on its website — core, mid-range and comprehensive — which helps. But getting the most from your health insurance means spending time on the details. That’s where an independent broker helps.
How Much Does WPA Health Insurance Cost?
Your price depends on which extras you pick, your age, where you live and your excess. That makes it harder to quote than providers with fixed tiers — but it also means you’re not paying for things you don’t need.
The most recent WPA-specific price comparison we can point to is now dated, so treat it as a historical illustration rather than a current quote. In July 2025, Which? obtained quotes for non-smoking couples in south London with full inpatient and outpatient care, no excess and standard hospital lists:
- Couple aged 35 — around £2,435 per year
- Couple aged 55 — around £4,296 per year
WPA was the most expensive in that 2025 test. But those quotes included the full standard hospital list and no excess, which pushes the price up, and they predate the current Complete Health brochure. We have not published a 2026 WPA price because we have no defensible WPA-specific source for one. Cutting your outpatient limits, raising your excess or dropping extras you don’t need can bring it down.
WPA’s default excess is £100. You can raise it to £250 or £500 to lower your premium, or drop to £0 if you’d rather pay nothing at claim time. For most private medical insurance clients, £250 is a good balance. See our guide to the average cost of health insurance for wider market context.
Underwriting and Who Can Join
WPA offers three underwriting routes, not two. Moratorium uses a five-year look-back: pre-existing conditions from the five years before you join are not covered until you have gone two continuous years on the plan free of symptoms, treatment, medication and medical advice for that condition, subject to the policy terms. Full Medical Underwriting means WPA reviews your history up front and tells you what is covered from day one. Our guide to moratorium versus full medical underwriting explains the trade-off. The third route is Switch underwriting, for people moving from another insurer.
Switch underwriting comes in two forms: Continued Moratorium, which carries your existing moratorium terms across, and Continued Personal Medical Exclusions, which carries your existing exclusions across. Both depend on eligibility and on there being no break in cover. Talk to us before you move — we check what actually transfers.
Age matters. There is no general maximum joining age, but WPA asks applicants aged 66 and over to contact them. If you join at 66 or over, a minimum £500 excess applies and you must join on Full Medical Underwriting. If you select Cancer Care, Targeted Cancer Therapy drugs and Advanced Therapy Medicinal Products are only covered privately where they are not available through the NHS, under the relevant policy terms. That is a real consideration for older joiners and worth pricing against alternatives. For family health insurance, WPA’s Multi-Family plan lets you cover extended family — parents, siblings, adult children — under one policy. We’re not aware of an equivalent product elsewhere in the UK PMI market.
What WPA Doesn’t Cover
The main exclusions are similar to most providers:
- Chronic conditions — long-term issues like asthma and diabetes
- Pre-existing conditions — unless your underwriting allows it
- Fertility, pregnancy and childbirth
- Cosmetic procedures
- Allergies
NCD positions run from 0 to 15. Level 15 is the maximum at a 73% discount, level 12 sits at 64%, and level 0 carries no discount; the position that applies to you is shown on your quote and certificate. A claim-free year moves you up one level. Claims of up to £250 leave your position unchanged, which is designed to let you seek early diagnosis without penalty. Claims between £250.01 and £750 drop you two levels, and claims over £750 drop you three. Several benefits never affect your NCD at all, including the NHS Hospital Cash Benefit, Fast Track Skin Support and Physiotherapy pathways, Cash Extras, and Dental Emergencies. Each person on the plan has their own NCD, so one claim doesn’t affect everyone.
WPA’s insurance cover also includes health services like the wellbeing helpline and remote GP even if you don’t add any extras. Those are part of your core health insurance policy regardless of your level of cover.

Important: This table is a high-level guide only. Cover, limits and pricing can vary by product, underwriting route, hospital list, excess, outpatient level and optional extras selected. Always check the insurer’s current terms before making a recommendation.
Where WPA stands out for many clients is the modular way you build cover — outpatient consultations, diagnostics and therapies are typically set as separate allowances rather than drawn from one shared pot. Other major UK insurers structure outpatient differently, often with combined limits or tiered options that vary by plan, so the right answer depends on how you expect to use your cover. We can talk you through the trade-offs.
Who WPA Suits — and Who Should Look Elsewhere
WPA works best for clients who want control over exactly what they’re covered for. If you like choosing your own specialist and building your plan from individual modules, very few UK PMI providers offer the same depth of à-la-carte flexibility.
It’s a strong pick for older buyers — there’s no age cap on existing members. The Multi-Family plan is also unusual. You can cover parents, siblings and adult children under one policy, which we’re not aware of any other UK PMI provider offering.
If you value personal service over apps and digital tools, WPA is consistently well-rated for claims handling. Recent WPA-published service metrics cite an average call wait of around two minutes, which matters when you’re mid-claim and stressed; we’d recommend asking your adviser for the current published figure when you quote.
It’s less suited if you want a simple off-the-shelf plan. The setup takes more thought than most. And if price is your main concern, WPA tends to cost more than rivals for similar cover.
If you want cancer treatment included in your core plan without choosing the Cancer Care Optional Extra, Vitality or The Exeter bundle it as standard.
Common Questions
How does WPA compare to the bigger names?+
Different strengths. WPA gives you more control over your cover and better service ratings. Larger insurers have wider digital tools and include cancer as standard. The right answer depends on what matters to you.
Does WPA cover cancer?+
In two parts. Diagnosis is in core via WPA’s Fast Track Cancer Diagnosis pathway, which covers unlimited scans and biopsies. Treatment — chemotherapy, radiotherapy, surgery, targeted therapies and palliative care — is the Cancer Care Optional Extra. With it added, treatment is unlimited with no financial cap and no time limit on follow-up scans. We discuss adding it with almost every client.
Can I cover my whole family?+
Yes. WPA’s Multi-Family plan covers extended family under one policy — parents, siblings, adult children. We’re not aware of an equivalent product elsewhere in the UK PMI market.
What’s the claims process like?+
Start a claim by phone or through the WPA health app. If your treatment is approved, WPA settles with the hospital directly. You only pay your excess.
Is there an age limit?+
No cap for existing members. But if you join at 66 or over, you need a minimum £500 excess and some cancer therapies are restricted.
What happens if my condition becomes long-term?+
Cover for that condition stops. Long-term issues are classed as chronic and referred back to the NHS. Cancer is the exception.

Speak to an AdviserA Different Approach to Cover
That makes Complete Health one of the more modular plans on the UK market: you decide which benefits you are paying for rather than accepting a fixed package.
It’s a not-for-profit insurer. There are no shareholders. All surpluses go back into the business for members. That matters because it means decisions about cover, pricing and service aren’t driven by dividends.
We place these policies alongside Bupa, AXA, Aviva, Vitality and The Exeter. In our own book of business, Complete Health tends to be well received by the clients we place it with, particularly those who wanted to shape the cover themselves. One thing worth knowing up front: cancer diagnosis is included in core cover via WPA’s Fast Track Cancer Diagnosis pathway, but cancer treatment — chemotherapy, radiotherapy, surgery and targeted cancer therapies — sits in the Cancer Care Optional Extra. We raise it with almost every client, because it changes the shape of the cover more than any other extra.
Who Is WPA?
WPA stands for Western Provident Association. The company is based in Taunton and has been providing private healthcare since 1901. Over 470,000 people hold WPA health insurance today. Unlike most insurance companies, WPA only sells health cover — no car, home or life insurance. That focus shows in the service.
WPA was named Private Healthcare Provider of the Year at the Moneyfactscompare.co.uk Awards 2026. It also had the highest trust score in Fairer Finance’s Spring 2025 PMI Trust Index, and was named a Which? Recommended Provider for private health insurance in 2026. WPA has historically scored around 4.7 out of 5 on Trustpilot, among the higher scores in the UK PMI market we track, and had not dipped below 4.5 since 2021 when we last checked in May 2026. We have not re-verified the live score for this update, and it moves. Because WPA only sells health insurance, the Trustpilot reviews are health-specific; with larger insurers you have to filter out car and home reviews to get the same view.
